Established in 2002, ‘PROGRESS’ is the Italian acronym for ‘progettazione, ricerca e sviluppo sostenibile’ (projects, research and sustainable development).
We provide consulting services in a range of domains relevant to the green transition (agriculture, forestry, rural development, sustainable tourism, sustainable food systems), the digital transition (digital transformation, digital resilience, digital divide, cyber security, digital decade targets), territorial cohesion (research & innovation, human capital development, education & skills, cultural heritage, tourism), and social affairs (public health, civil protection, consumer protection, social security).

July 2026. The deliverables of the DIGIREG project ‘Territorial perspectives of digital transition in European regions’ are now published! The project, commissioned by ESPON, provides a comprehensive territorial analysis of digital transition across Europe by developing an innovative framework to measure and interpret digital divides at the NUTS3 level. Three interconnected dimensions of digital divide are analysed: connectivity and infrastructures, digital capabilities and skills, and social and economic benefits generated by digitalisation. The project also identifies 100 Best Policy Practices and 21 Showcases across Europe bridging the digital divide at the territorial level. The project’s findings are translated into practical policy guidance to help public authorities achieve Digital Decade targets, reduce territorial digital divides, and strengthen the digital capacity of public servants.
